Report: IG report finds Comey 'deviated' from FBI norms, did not act with political bias

While inspector general Michael Horowitz's report on the FBI's handling of the Clinton email investigation is expected to be released this afternoon, parts of the report are already being leaked to the media.
Bloomberg has obtained a copy of the report's conclusion, which reportedly says that former FBI Director James Comey "deviated" from FBI and Department of Justice procedures when he oversaw the Clinton investigation. According to Bloomberg, Horowitz's report did not find that Comey acted with "political bias."
“While we did not find that these decisions were the result of political bias on Comey’s part, we nevertheless concluded that by departing so clearly and dramatically from FBI and department norms, the decisions negatively impacted the perception of the FBI and the department as fair administrators of justice,” Bloomberg says the report concludes.
