Girls, 12 and 13, arrested for allegedly beating disabled man to death, walking away in a 'celebratory mood'

Three girls are accused of viciously beating a disabled man and leaving him for dead in an alley in Washington, D.C. last year. The trio allegedly walked away from the "horrific" beatdown in a "celebratory mood."

A 12-year-old girl and two 13-year-olds were arrested last week in connection with a deadly attack on a handicapped man on Oct. 17, 2023.

Prosecutors say there is graphic video of the young girls brutally attacking 64-year-old Reggie Brown.

The assault was initiated by an unknown man in his 20s, according to Detective Harry Singleton. The man reportedly grabbed Brown by the collar and threw him against a brick wall.

According to the New York Post, the girls were walking by at the time and one of them asked the man, "Can I fight him?” The man replied, "Yes."

The girls allegedly chased Brown down an alley. Brown tried to escape by climbing up a chain link fence, but the girls purportedly ripped him down and threw him to the ground.

The girls repeatedly kicked and stomped Brown in the head on the concrete, according to authorities. The girls reportedly pulled down Brown's pants, took off his belt, and then beat him with his own belt.

As Brown was bleeding profusely from his head, a girl allegedly yelled, "He's leaking!"

WRC-TV reported that the girls "appeared to be in a celebratory mood as they walked away."

A detective who watched the video called the attack "horrific."

Brown was found dead on the street around 1 a.m.

Law enforcement said Brown did not know his assailants.

Brown was allegedly a disabled man with a metal plate in his head and only two fingers on each hand. He also suffered from mental health issues.

Brown's family said he "never bothered anyone."

A family member told WJLA-TV:

Reggie was a person who stayed to himself. Never bothered anyone and was well known in the community as he grew up in the Brightwood neighborhood for 64 years. He was well respected in the Emery Recreation Center everyone knew him and that he was absolutely harmless.

Brown's niece said, "My uncle really didn’t deserve this. He was known in this community for years so for this to happen where he lived for 64 [years] is insane. They have to be held accountable!”

The Metropolitan Police Department announced a 13-year-old girl was arrested on Thursday and charged with second-degree murder. A 12-year-old and a 13-year-old were arrested on Friday, and they were both charged with second-degree murder.

Shortly before 4 a.m. on Friday, the 12-year-old was reportedly shot in her apartment – roughly a half-mile away from the deadly beating. The girl sustained a gunshot wound in the leg and was transported to the hospital. Her injuries are said to be non-life-threatening.

Police have not revealed if the gunfire came from inside or outside the apartment.

A spokesperson for the D.C. Attorney General stated, "Per D.C. law, children under 15 years of age cannot be charged as adults. The maximum sentence for juveniles who are not charged as adults is commitment to the Department of Youth Rehabilitative Services (DYRS) until 21 years of age."

US Army Special Forces interpreter who fled Taliban in Afghanistan fatally shot in DC, suspects caught on camera

A former Afghan interpreter who assisted U.S. Special Forces has been fatally shot in Washington, D.C., according to authorities.

Nasrat Ahmad Yar, 31, served as an interpreter for the U.S. Army Special Forces in Afghanistan for a decade. Yar escaped Afghanistan in 2021 with his wife and children after the Taliban took control of the country.

Yar – a father of four who was living in Alexandria, Virginia – was working as a driver for the ride-sharing service Lyft. Yar was working an extra rideshare shift shortly after midnight on Monday when he was slain, according to a verified GoFundMe page.

A single gunshot is heard in the surveillance video.

Four individuals, seemingly teens, are seen on video running down an alley.

One person says, "You just killed him."

Another replies, "He was reaching, bro."

Emergency personnel responded to the crime scene and found Yar on the ground next to his car suffering from a single gunshot wound. He was transported to a local hospital, where he was later pronounced dead.

Yar had moved to Virginia from Philadelphia less than a year ago because he felt unsafe in the City of Brotherly Love after being robbed at gunpoint, according to CBS News.

The GoFundMe campaign noted that Yar was the sole provider for his family, including his four children, ages 15 months to 13 years old. At the time of publication, the crowdfunding campaign had raised more than $125,000 for Yar's family.

Close friend Jeramie Malone said, "I can't emphasize enough how he was always helping. Leaving the house was very dangerous for him, but he was always eager to help somebody else who is a good guy. His children were the most important thing to him, and he brought them here so he could be safe."

Retired Lieutenant Colonel Matthew Butler told WUSA, "He was most certainly a marked man if he stayed."

"You just don’t have words to describe how you feel about someone who had given so much to his country, not as a citizen, but then comes here and experiences some of the worst behavior our country has to offer," Butler added. "The irony is really thick here."

A Lyft spokesperson told CNN, "Our hearts are with Mr. Nasrat’s loved ones as they confront this unspeakable tragedy. We have reached out to his family to offer our support and are in contact with law enforcement to assist with their investigation.”

The Metropolitan Police Department is offering a $25,000 reward to anyone who provides information that leads to an arrest in the heartbreaking case.

Anyone with information is urged to contact the Metropolitan Police Department at 202-727-9099, or send an anonymous tip to the Tip Line by sending a text message to 50411.

Grand jury returns 17-count indictment for repeat offender who allegedly went on shooting spree of homeless men in two cities

On September 21, an indictment was returned charging 31-year-old Gerald Brevard III with first-degree murder while armed, assault with intent to kill while armed, aggravated assault while armed, mayhem while armed, and multiple firearm offenses. Brevard, previously spared a felony conviction by a Soros-backed Democrat prosecutor for violent crimes, will likely face additional charges, as he is also believed to be responsible for two shootings in New York City, one of which was fatal.

The indictment alleges that the attacks were bias-related hate crimes, in which Brevard sought out homeless men on the basis of their socio-economic status. According to a statement released Wednesday by the U.S. attorney's office for the District of Columbia, Brevard may therefore face up to 1.5 times the maximum term of imprisonment if found guilty at trial.

Extra to the hate-crime multiplier, the indictment charged Brevard with aggravating circumstances, deeming the murder to be "especially heinous, atrocious or cruel." If that is found to be the case by a jury at trial, Brevard faces a maximum of life imprisonment without the possibility of release on the murder charge.

A two-city shooting spree

On March 3 and on March 8, Brevard reportedly shot homeless men with the intent to kill. Both men survived and were taken to local hospitals with non-life-threatening injuries.

According to D.C. Metropolitan police, on March 9 at 2:52 a.m., Brevard allegedly stabbed, shot, and set fire to a third homeless man, 54-year-old Morgan Holmes.

MPD Chief Robert Contee indicated that while the victim had thermal burns resulting from his tent having been set on fire, he ultimately died from his stab and gun wounds.

Brevard is said to have targeted homeless men in New York City as well.

\u201cUPDATE: The below individual is being sought in connection to the fatal shootings of two homeless males in NYC and Washington DC. If you have ANY information on this individual, contact @NYPDTips at 800-577-TIPS. There is a reward of up to $70,000.\u201d

On March 12, two homeless men were shot without provocation. Although the first victim, shot in his arm on King Street near Varick Street, survived, the second, shot in the head and neck nearly twelve hours later, at 5 p.m., was pronounced dead on the scene.

According to New York City Mayor Eric Adams, "He looked around. He made sure no one was there. And he intentionally took the life of an innocent person."

Gerald Brevard III was arrested on March 15 by agents of the Bureau of Alcohol, Tobacco, Firearms and Explosives, who tracked him down with the help of an anonymous tip as well as by analyzing Brevard's social media posts and images captured by an ATM near Union Station.

His arrest was captured on film.

Contee indicated that the shootings appeared random and Brevard's motives were unclear.

Brevard's grandfather told WNBC that his grandson was himself once homeless. Both Brevard's father and grandfather suggested that the suspect is mentally ill, the former going so far as to blame the judicial system.

Barbara Bazron, the director of D.C.'s Department of Behavioral Health, stated that Brevard had been enrolled in services at one of the city's agencies in 2018 and treated again in 2019 at St. Elizabeth's Hospital. He was diagnosed with bipolar disorder, but found competent and fit to participate in his defense.

Repeat offender

This arrest was not Brevard's first run-in with the law. He had been arrested multiple times in D.C., including once in 2018 for assaulting a police officer. He pled guilty to assault with a deadly weapon in 2019.

The Washington Post reported that Brevard was once charged with slamming a female hotel worker's head into a wall, before assaulting and smothering her. Only weeks later, he stalked another hotel worker and broke into an apartment before being apprehended by police.

He was initially charged with burglary and abduction with intent to defile and linked to a fully loaded pistol magazine found in the squad car in which he was transported. However, Fairfax County Commonwealth’s Attorney Steve Descano's office offered Brevard a plea deal to plead to two misdemeanors.

Brevard was sentenced to 11 months in jail, but was released in half that time.

Fairfax County police had stated in an email that "Brevard is a threat to the public." Had he been convicted as originally charged, he would have spent a minimum of 25 years in jail.

According to Republican Virginia Attorney General Jason S. Miyares, the lenient sentencing, which kept Brevard from spending much time in prison, enabled him to go on to shoot five innocent victims.

Descano, a George Soros-backed Democrat prosecutor, who has been subjected to two recall efforts, defended the plea deal.

Sean Kennedy, a board member of Virginians for Safe Communities, said of the 2021 attempt to recall Descano that he and other like-minded progressive prosecutors "are continuing to flout the rule of law, failing to enforce the law and are endangering our families and communities."

15-year-old boy in DC arrested for allegedly committing 3 armed robberies in 8 minutes

Police in Washington, D.C., have arrested a 15-year-old boy who they say is responsible for going on a violent and extremely rapid crime spree in the nation's capital earlier this year.

The juvenile male, who has not been identified by law enforcement on account of his age, is suspected of committing three armed robberies — including a carjacking — in roughly eight minutes in January.

In a news release, the D.C. Metropolitan Police Department claimed the boy didn't act alone and that detectives are still searching for additional suspects in the crime spree.

In each of the three incidents, the gang of suspected offenders approached victims brandishing handguns and threatening injury before making off with several personal items, which included four iPhones and a Hyundai Sonata sedan.

After committing the first two robberies, the suspects fled the scene and quickly moved on to commit another armed robbery.

According to police, the crimes took place on Jan. 23. The first occurred at approximately 1:20 p.m. near 14th and T Street, Northwest; the second at 1:24 p.m. on the 1800 block of 10th Street, Northwest; and the third at 1:28 p.m. on the 1500 block of 8th Street, Northwest.

The juvenile male from southeast D.C. was reportedly arrested and taken into custody on Thursday, April 21. It was not immediately clear what charges he would face.

The news comes as juvenile crimes continue to plague Washington, D.C., and many other communities around the country.

In the nation's capital, youth carjackings in particular have been on the rise over the last year.

Last March, a botched carjacking that resulted in the gruesome death of an elderly Uber Eats driver drew national headlines after it was discovered that the culprits were a 13-year-old girl and 15-year-old girl.

The girls reportedly used at least one stun gun in attempt to seize the car. They struggled with the victim, 66-year-old Mohammad Anwar, swerving through the streets, but eventually struck a curb, sending Anwar flying from the vehicle. The man's death was caught on video.

At least on this case, it appears that law enforcement is hoping to clamp down on juvenile perpetrators of violent crimes.

Police have requested the public's help in identifying additional suspects in the January armed robbery incidents and are offering a reward of up to $10,000 to anyone who provides information that leads to the arrest and conviction of those responsible.

Black Lives Matter-backing DC mayor to hire 170 more police officers after violent crime surge

Violent crimes in Washington, D.C., made national headlines in the past two weeks when there was a drive-by shooting outside Nationals Park, which injured three people. There was another shooting that killed 6-year-old Nyiah Courtney. The tragic shootings punctuated a rising tide of violence in the nation's capital. This week, D.C. Mayor Muriel Bowser (D) announced that she plans to add 170 police officers to combat the increase in violent crimes, despite being a strong supporter of the Black Lives Matter movement that wants to defund the police.

Bowser released a statement on Wednesday that said the city plans to hire 170 additional Metropolitan Police Department officers by 2022.

Until the Metropolitan Police Department can hire and train the new officers, Bowser "directed MPD to use any overtime necessary to meet our public safety demands."

"But we know that is not a complete solution or the right long-term solution," Bowser said. "We also know we need all of our officers to be fresh, rested, and in the best position to make good decisions – and that requires having a full force to meet all of our community's needs."

The statement noted that "MPD normally hires approximately 250 officers each year," but the D.C. Council passed a budget to slash $15 million from the Metropolitan Police Department, which left the department with a "near empty hiring pipeline."

Bowser is sending an "$11 million supplemental budget request to the Council this week to allow for the hiring and training of 20 additional officers in FY21 and 150 additional officers in FY22."

"This summer, as residents across DC – and especially residents who live in neighborhoods most impacted by gun violence – continue to ask for a strong, sustained police presence," the statement reads.

In the District, there were 198 homicides in 2020, up 19% from the 166 homicides in 2019. Last year was the deadliest year in D.C. since 2004, when there were 248 homicides, according to police data. This year is outpacing 2020, with 112 homicides in 2021 compared to 108 at this time last year. This year there have been 485 assaults with a dangerous weapon in Washington, D.C., compared to 460 at the same time in 2020, according to the Metropolitan Police Department.

Bowser famously directed a public works crew to paint "Black Lives Matter" in large block letters that span two blocks of 16th street, which leads directly to the White House.

The official Black Lives Matter website makes it crystal clear that the organization wants to defund the police.

"We know that police don't keep us safe — and as long as we continue to pump money into our corrupt criminal justice system at the expense of housing, health, and education investments — we will never be truly safe," the BLM site states. "That's why we are calling to #DefundPolice and #InvestInCommunities."

The official Black Lives Matter Twitter account has called for the government to defund the police on numerous occasions.

In March 2021, the Black Lives Matter Twitter account wrote, "The fight to end police brutality and #DefundThePolice is a global one."

A February 2021 tweet shows that Black Lives Matter desires to not only defund the police, but also abolish the police: "When we say #DefundThePolice, we mean abolition—we're not just talking about what we get rid of. It's also what we create and envision in its place. Radical imagination."

In April 2021, the BLM Twitter account proclaimed, "Defund the police. Then we abolish."

12-year-old boy charged with first-degree murder after allegedly shooting a 13-year-old

A 12-year-old boy from Washington, D.C., has been charged with first-degree murder for allegedly shooting and killing a 13-year-old boy, police announced Monday.

The suspect, whose name has not been released to the public, is being charged as a juvenile, ABC News reported. The outlet noted that the incident took place outside a shopping center in Prince George's County, Maryland, over the weekend.

What happened?

Around 10:15 p.m. Saturday, officers with the Prince George's County Police Department responded to a reported stabbing at the Ritchie Station Marketplace shopping center in Forestville, Maryland, located right off the beltway.

When they arrived on the scene, they found a 13-year-old boy suffering from stab wounds that were not life threatening. He was transported to a nearby hospital for medical treatment, but has since been released.

However, lying next to the stabbing victim, police also found a 13-year-old boy later identified as King Douglas, who was suffering from a gunshot wound. Police confirmed that Douglas was pronounced dead at the scene.

Officers reportedly said they do not believe the shooting to be random. Rather, they believe the violence stemmed from some sort of confrontation.

"The preliminary investigation revealed the shooting and stabbing stemmed from a dispute between two groups of juveniles in the shopping center," police said in a statement, according to WRC-TV.

Investigators are still looking for a separate suspect they believe is responsible for the stabbing attack and have asked the public to come forward with any information about the incident.

Anything else?

The incident is just the latest in a string of crimes committed by juveniles in the D.C. area in recent months.

In March, the tragic killing of an Uber Eats driver at the hands of two teenage girls — aged 13 and 15 — in the nation's capital shocked the country.

The girls reportedly attacked the driver, 66-year-old Pakistani immigrant Mohammad Anwar, with a stun gun nearby Nationals Park, causing the car to flip on its side. The vehicle raced around a sharp turn before hitting a curb. Anwar was expelled from the vehicle during the accident and died from his injuries.
