Male inmate with history of violence allegedly rapes female cellmate at women's prison

A man with a history of violence who began identifying as a woman only after California law allowed male prisoners to be housed in women's facilities has now been accused of forcibly raping his female cellmate.

Tremaine "Tremayne" Deon Carroll, 51, is a dangerous man. His life of crime began when he was a teenager in the late 1980s. At the age of 17, he was accused of joining several men as they broke into an apartment, kidnapped two women, raped them, and then held them for ransom.

'The law is being used exactly the way its author intended it to be: without guardrails and with complete disregard to the safety and well-being of women.'

Carroll was tried as an adult with three counts of kidnapping for ransom, two counts of robbery, and three counts of oral copulation by force. Technicalities with the trial led Carroll to plead guilty to two counts of kidnapping, Reduxx reported. Eventually, Carroll was sentenced to 25 years to life under California's Three Strikes law after he was caught in possession of a wire shank while in prison.

Over the years, Carroll has lodged a bevy of complaints against the criminal justice system and those who work in it. He even claimed to have been sexually abused by a DOC official. However, he has also been written up for violating a number of prison regulations, including for allegedly filing false reports against a peace officer.

In the majority of paperwork he filed from the time he entered prison life until March 2021, Carroll made no reference to his sexual or gender identity and often referred to himself using "he/him" pronouns, Reduxx reported, even as he admitted in writing that he is "mentally disturbed."

However, in March 2021, California passed SB-132, the so-called Transgender Respect, Agency, and Dignity Act, sponsored by LGBTQ+ radical state Sen. Scott Weiner. After SB-132 became law, Carroll suddenly began identifying as transgender and claiming discrimination based on his gender identity. He also falsely claimed he was incarcerated for "non-violent" offenses.

By August 2021, Carroll moved from a men's prison to the Central California Women’s Facility in Chowchilla, California, about 35 miles northwest of Fresno. Carroll later insisted under oath for a lawsuit filed by the ACLU that he posed no threat to the female prisoners there.

"I know what it feels like to live in fear and to carry the weight of the past abuse by men," he wrote in a sworn statement dated April 2022. "But I am not a threat [to women]. I strongly believe that everyone here at CCWF would benefit from more structured interaction — opportunities to sit and talk with each other and realize that we’re all in the same boat."

Despite his blathering about the system and declarations of victimhood, it appears that Carroll is, in fact, still the violent predator he has been nearly all his life.

According to a criminal complaint filed in late March, Carroll sexually assaulted at least one female at CCWF around January 30, 2024. "CARROLL did unlawfully have and accomplish an act of sexual intercourse with a person, to wit, Jane Doe ... by means of force, violence, duress, menace and fear of immediate and unlawful bodily injury on said person and another," the complaint states (emphasis added).

A report from feminist website 4W indicates that the victim in this case was Carroll's female cellmate and that he attacked her while the two were in the shower. It is unclear who the other victim referenced in the complaint might be.

Carroll has since been charged with two counts of rape and one count of dissuading a witness from testifying, Reduxx claimed. Whether he has entered a plea yet is unclear. He has since been transferred to Kern Valley State Prison, which is a correctional facility for men only.

"I wish I could say that Tremaine was abusing SB132/TRADA or that it’s being taken advantage of in some way, but I can’t," said Amie Ichikawa, executive director of a Christian organization that supports female current and former inmates.

"The law is being used exactly the way its author intended it to be: without guardrails and with complete disregard to the safety and well-being of women."

Minnesota Department of Corrections will pay for inmate's sex-change surgery and transfer him to a female prison, per settlement

The Minnesota Department of Corrections has reached a settlement with a transvestic inmate who sued over his treatment in prison. Craig Lusk, who changed his name to Christina in 2018, will receive nearly $500,000 along with a sex-change surgery. In a controversial first for the state, Lusk will also be transferred to a woman's prison.

What's the background?

Lusk, 57, was arrested in 2018 on drug charges after being caught with large amounts of cocaine and methamphetamine in his possession, which he appeared to have been dealing.

Inside Lusk's bedroom, police found 697 grams of meth, two digital scales, large quantities of baggies, and $5,166 in cash, reported Reduxx.

Lusk, who was previously convicted for first-degree robbery, pleaded guilty to first degree possession of a controlled substance and received a 98-month prison sentence.

According to MPR News, the Minnesota Department of Corrections assigned Lusk to Moose Lake, a men's facility, in 2019.

Lusk filed suit in Ramsey County District Court on June 6, 2022, claiming he was being discriminated against for being "transgender" in violation of both the Minnesota Human Rights Act as well as the Minnesota Constitution.

The suit further claimed the DOC had deferred the convict's sex-change surgery until his release in 2024, "misgendered" Lusk, and compromised his safety by imprisoning him with other men.

Gender Justice, the LGBT activist group that supported his lawsuit, claimed that Lusk was "socially, medically, and legally" female. Prior to his incarceration, Lusk reportedly received breast implants and had been taking hormone replacement therapy, reported the Forum News Service.

Attorney Jess Braverman of Gender Justice said, "She's a woman, and suddenly she's placed in a men's facility. She's in a locked cell with a number of men, and she's really exposed to harassment and violence in that setting."

"Inmates would heckle her, heckle her roommates… call her ‘it,’ that sort of thing. And then there were staff who would say things to her, such as, 'You know, you're a man in a men's prison. I'm not going to treat you like a woman. I'm not going to use your proper name and pronouns," Braverman alleged, according to KMSP-TV.

"Denial of health care, failure to house transgender people in the appropriate facilities, and misgendering transgender people in state custody is dehumanizing and degrading," said Gender Justice at the time the suit was first announced.

Capitulation

The Minnesota DOC has settled with Lusk, agreeing to:

  • pay a total of $495,000 to the felon and his counsel;
  • transfer Lusk to the Minnesota Correctional Facility in Shakopee, a women's prison;
  • provide Lusk with a so-called vaginoplasty, whereby "the male external genitalia are partially removed and reconfigured" and the "skin of the penis and scrotum are used to create a vaginal canal and labia," according to the Cleveland Clinic; and
  • ensure men similarly claiming to be women will be imprisoned alongside women in the future.

"With this settlement, the Department of Corrections takes an important and necessary step toward fulfilling its responsibilities to the people in its care," Braverman said in a June 1 statement.

Braverman credited Lusk's "willingness to speak out" with the expansion of access of "housing and health care" to other transvestic criminals.

DOC Commissioner Paul Schnell said, "Based on the facts of this specific case, the incarcerated person will now have access to the medical care she needs, she deserves, and we have a legal obligation to provide."

The DOC adopted a new "transgender" policy in January, such that Minnesota is now among 11 states and the District of Columbia that allows criminals to be housed with members of the opposite sex in the event that it comports with their alleged "gender identity."

The policy states that an "incarcerated person who makes a request under this policy may, at any time, choose to identify in an alternate gender identity. The department must then proceed with responding to the request."

"A transfer request to a facility matching an incarcerated person's gender identity should be approved" unless such placement "would pose a heightened risk of physical or sexual harm to the person or to others housed in the facility."

Lusk is scheduled for release in May 2024.

Transgender pedophile who subjected his 7-year-old daughter to a 'vortex of darkness' sues New Jersey women's prison for hampering his witchcraft

New Jersey permitted a 34-year-old man convicted for torturing and filming pornographic, transgender videos with his 7-year-old daughter to serve his 25-year sentence in a women's prison. The child rapist now claims that the women's facility has wrongfully interfered with his diabolic rituals.

Matthew Volz filed a lawsuit on April 28 in the Hunterdon County Superior Court against the Edna Mahan Correctional Facility for Women.

Volz alleges in the suit that he and the "entire Wiccan population" at the prison — an inmate subset for which he provided no accounting — have suffered religious discrimination and now seek religious accommodations.

What's the background?

TheBlaze previously reported that after serving as president of the Clark College Queer Association, Volz started an amateur "transgender pornography" film business with three other degenerates, including Adam Romero, now a fellow inmate at Edna Mahan. They specialized in violent and fetishistic criminal content.

After Volz and the victim's mother separated, he managed to win custody in 2018. Volz brought the child from Oregon to New Jersey, where he exploited her in his videos, reported Reduxx.

The child suffered horribly until the New Jersey Department of Child Protection intervened in 2019 following an anonymous tip made to the New Jersey Child Abuse hotline. The intervention culminated in Volz's arrest.

"If this was not heinous, cruel and depraved, I don’t know what is," said presiding Judge Peter Tober, stressing that the girl had been taken "solely for the sexual gratification" of others and tortured.

Prosecutors indicated that Volz and his cronies subjected the child to "a vortex of darkness."

Volz was convicted for the sexual torture of his young daughter and sentenced in May 2022 to serve a quarter-century in prison.

Despite having his male genitals fully intact, the New Jersey Department of Corrections classified Volz as a "female."

He is presently serving his sentence at the Edna Mahan Correctional Facility for Women in Union Township along with fellow transvestic child-rapist, Adam Romero.

The lawsuit

Volz's lawsuit alleges that Joy Lynch, head of religious services at Edna Mahan, has denied him various essential religious items, including a witch's cloak.

The brown, hoodless cloak is one of the personal and congregate religious items attributed to wiccans by the Federal Bureau of Prisons. Other items include: the "Book of Shadows"; a "diviniation tool"; pentacles; pentagrams; rune cards; salt; and chalices.

The suit also complains that other "religious items have been implicitly denied, because [Lynch] refuses to approve a vendor by which the Wiccan population as a whole may fairly obtain their religious items from source of sale."

While a selection of witchcraft paraphernalia is permitted by the New Jersey Department of Corrections' Internal Management Procedures, state regulations state that only the prison chaplain or a volunteer religious group leader can bring ritualistic items into the facility and store them, reported MyCentralJersey.com.

Even if the transvestic pedophile received his desired accoutrement, the prison might be able to restrict his diabolic practice somewhat to ensure the "maintenance of a safe, secure, and orderly operation of a correctional facility," according to the 2019 NJDOC resource guide.

Volz's lawsuit suggests the prison has already applied some limits in a discriminatory fashion.

The child rapist suggested that prior to Dec. 21, 2022, he was "denied the ability to hold corporate worship during appropriate times of day, despite other religious groups being able to worship at those same appropriate times of day that have been requested."

The suit insinuates that the alleged discrepancy "could be viewed by the community as a form of proselytizing because it encourages participation in some religious groups by incentivizing conversion to those religions," singling out the prison's Jewish population as recipients of alleged unfair favor.

The child rapist seeks $9,950 in compensatory damages, stressing the alleged discrimination has left him with "anxiety due to a lack of information, emotional stress, time loss, uncertainty and resultant planning difficulty for religious holy days and sacraments."

Report: Male transsexual who raped infant and confessed to drowning toddler put in women's prison containing a maternity unit and kids

A new report has revealed that a male child rapist who masquerades as a female is now being held in a women's prison that contains a mother and child unit and houses infants.

Accommodations for an admitted baby-killer and pedophile

According to a Reduxx report, Adam Laboucan — who now goes by Tara DeSousa — raped a three-month-old infant in Quesnel, British Columbia. The pedophile was 15 at the time of the 1997 crime, which left the infant so badly injured that he had to be flown 410 miles away to undergo reconstructive surgery.

After raping the baby, Laboucan mutilated himself and ate his own flesh, reported the Toronto Sun — long before he would mutilate himself further in an attempt to pass as a woman.

At the age of 17, the pedophile was declared Canada's youngest dangerous offender.

Canadian state media reported that during his subsequent trial, the court heard that Laboucan had apparently also drowned a three-year-old boy in Quesnel at the age of 11, but avoided charges because he was under the age of 12.

Psychiatrists indicated that extra to his violent nature, "Adam Laboucan displays everything from transsexual to pedophilic tendencies."

Dr. Ian Postnikoff told the court the child rapist "said he was not planning a life of crime, but he felt he had no way to control the flood of violent, murderous fantasies," adding that while in custody, "he would turn them against himself, but this high level of self-mutilation, almost self cannibalization, could be turned against other, weaker individuals, with possibly fatal consequences."

Extra to apparently having a taste for human flesh, the child rapist reportedly also prostituted himself out to fellow inmates — one of whom he married — stabbed himself, and threatened to kill a female guard.

Despite his crimes, Laboucan was able to get a sex-change surgery and DD-sized breast implants in prison at taxpayers' expense. The Toronto Sun indicated that the implants alone, usually covered by Canadian provincial and federal governments, "routinely cost as much as $10,000."

After Corrections Canada indicated the federal government had not paid to cut off the child rapist's genitals and outfit him with fake breasts, the Edmonton Sun reported the provincial government of British Columbia likely picked up the tab.

The child rapist with a history of threatening women was denied parole in 2010, on account of "a complex set of risk factors related to his gender identity, impulsive behaviour, violence and sexual deviance put[ting] him at high risk to offend," reported CTV News.

Laboucan was denied parole again in 2018 on account of the likelihood he would reoffend.

However, he was afforded an opportunity to relocate to a different kind of prison: the Fraser Valley Institution for Women in Abbotsford, British Columbia.

FVI houses minimum-, medium-, and maximum-security inmates "in an open campus design model."

According to the Correctional Service of Canada, FVI offers programming "that has been developed specifically to address women's needs and is delivered using a woman centered approach."

The facility also has a mother-child program and a small playground for toddlers and other prospective victims. FVI is one of five federal institutions that permit infants and children up to the age of seven to live with their criminal mothers.

The National Post reported that other convicts on the premises "may live with the mother and child — they can even apply to serve as babysitters or 'aunties,'" although they must be screened beforehand.

Critics have suggested that children would be better off with adoptive families than with child rapists, murderers, and other felons, but such critiques have evidently fallen on deaf ears.

Reduxx noted that Heather Mason, an advocate for the rights of incarcerated women, briefed members of the Canadian parliament in June 2021 about the threat that Laboucan and other transsexuals pose to real women in correctional facilities such as Fraser Valley.

Mason indicated that a woman at the facility "reported that while in the mother-child program, two transgender individuals with convictions for pedophilia, Madilyn Harks and Tara Desousa, would loiter near her and her child, making sexist and inappropriate antagonizing comments."

Harks, a man formerly named Matthew, is a serial pedophile who targeted young girls and is believed to have victimized at least 60 children before being charged for 200 offenses that occurred in British Columbia.

A female inmate told Mason on the condition of anonymity that Laboucan had attended an event at Fraser Valley where infants were present and was even housed next to the mother-child facility.

The child rapist allegedly would also stare at children in the ward.

The anonymous source noted that after concerns were expressed about Laboucan stalking, the child rapist flung a woman about by her hair then kicked her in the face.

"If you speak up or say anything, you're called ‘transphobic’ or a 'Terf' or what you say is 'hate speech,'" Mason told the Toronto Sun. "Women are being sacrificed on the altar of political correctness. We are being erased … everything we fought for is being taken away."

This problem is hardly limited to Canada.

TheBlaze previously reported that Antifa thugs attacked women who protested the potential placement of a male transsexual who murdered two lesbians and their adopted African son in a California women's prison.

David Warfield stabbed 56-year-old Charlotte Reed over 40 times and shot her twice on Nov. 11, 2016. Warfield also shot and stabbed 57-year-old Patricia Wright. Before setting fire to the victims' house, the transsexual activist shot 19-year-old Benny Diambu-Wright, who later perished.

The women attacked by the masked male leftists and called "Terfs" had expressed concern that Warfield, who now goes by Dana Rivers, might continue attacking women while in prison.

New York Democrats reintroduced legislation last month that would enable male transsexuals, including sex offenders, to be jailed with real women, even if they still have their male genitalia intact.

UK justice secretary plans to bar biological males from women's prisons: 'It's obvious a woman cannot be born with a penis'

U.K. Justice Secretary Dominic Raab plans to prohibit biological males from being housed in women's prisons, following high-profile incidents involving transgender inmates.

According to the U.K. Daily Mail, an inmate with male genitalia, convicted of murder, who identifies as a woman was caught earlier this year having consensual sex with a younger female prisoner. Their sexual escapade was supposedly fueled by alcohol the two had illegally acquired. The incident occurred at HMP Bronzefield in Surrey, the largest women's prison in the country.

The incident became public in May, though it is unclear when it actually occurred. The inmate has since been transferred to a transgender housing unit at another facility.

This same biological male inmate also allegedly told one Bronzefield inmate "I'm going to f*** you" and told another "I love p****. Why would I want to be in a man's prison?" Allegations have also swirled that the inmate may have sexually assaulted another inmate, though the Ministry of Justice has no such complaint on file.

Another biological male in a U.K. woman's prison, Karen White, committed sexual assault against two female prisoners four years ago. In all, officials say there have been seven incidents of transgender women attacking female prisoners in England and Wales in recent years.

Raab's office examined these incidents and determined in July that inmates with male genitalia would no longer be housed with biological females. Exceptions to this policy could be made with the authorization of a minister.

"Once confirmed by the new Government in September," a spokesperson for Raab's office said late last week, "[the new policy] would be implemented as soon as possible."

Despite the optimism from the Ministry of Justice, the policy is likely to face serious legal challenges. It will also need to be approved by the new government, which will take office next month.

Still, many believe that, for too long, the rights of transgender inmates have been prioritized over the rights of biological women.

“The safety of female prisoners is being put at risk, and their dignity and privacy undermined, by being incarcerated with biological males, some of whom are known sex offenders,” one report about transgender prisoners in the U.K. reads.

“The Ministry of Justice acknowledges that this is causing high levels of fear and anxiety to women who are often already traumatised by their experiences of sexual assault and domestic abuse, yet the wish of trans-identifying males to be placed in the women’s estate is given priority,” it continues.

Raab himself weighed in on the issue of transgender inmates recently. "It's obvious a woman cannot be born with a penis," Raab insisted back in May.
