House Committee investigates surge of Chinese nationals illegally crossing border after Biden relaxes vetting: Report

The House Homeland Security Committee's Subcommittee on Oversight, Investigations, and Accountability plans to investigate the surge of Chinese nationals illegally crossing the border after the Biden administration relaxed the vetting process, the Daily Caller News Foundation reported.

According to Customs and Border Protection reporting, in the first six months of fiscal year 2024, border agents nationwide encountered 42,000 Chinese nationals compared to 18,000 during the same period the previous fiscal year.

The committee will hold a hearing on Thursday to discuss the approximately 8,000% increase in Chinese illegal immigration in the United States since March 2021, a spokesperson for the committee told the DCNF.

'We have no idea who they are, why they're here, and what their history is.'

U.S. Representative Dan Bishop (R-North Carolina), chair of the subcommittee, told the news outlet that a "wide-open border presents a ripe opportunity for the [Chinese Communist Party] to undermine our national security."

"This dramatic surge calls for intense scrutiny — especially as Border Patrol agents have been instructed to decrease vetting for Chinese nationals in order to process them into the country faster," Bishop stated. "As the CCP continues its quest for geopolitical dominance and threatens our sovereignty, we must examine the risks presented by releasing ever-increasing numbers of minimally vetted Chinese nationals into our communities."

Todd Bensman, a senior national fellow at the Center for Immigration Studies, is one of three experts expected to testify during Thursday's hearing.

Bensman told the DCNF, "Intelligence community assessments show that China intends to ramp up espionage and political suppression campaigns in the coming years inside the U.S. and will need an expanded labor force for the effort."

The news outlet revealed earlier this year that the Biden administration had instructed CBP to significantly reduce the number of questions posed to Chinese nationals who had entered the country illegally since April 2023. The vetting process, which previously consisted of 40 questions, was reduced to five, effectively fast-tracking the illegal aliens' release into the interior of the country. According to the internal email obtained by the DCNF, the questions concerned "Military Service," "Universities," "POB/Region," "Employment," and "Political Party."

Bensman told the DCNF that the administration's policies have "created pitch-perfect conditions" for "the infiltration of Chinese agents of espionage." During his testimony, Bensman is expected to share photographs of identification cards and passports abandoned by Chinese nationals before crossing the border illegally.

Bill Wells, the mayor of El Cajon, California, recently shared a video on X showing hundreds of discarded and torn IDs found near the San Diego border. He noted that some of the IDs had been lit on fire.

Why are illegal immigrants ripping up their IDs and passports when they enter America? They want to create a new identity so that Border Patrol has no idea who they are.\n\nI visited @thecorygoat house, who lives next to the border and has picked up hundreds of torn-up IDs around\u2026

"There's a reason for that — they don't want anyone to know who they are. They want to apply for asylum, get their court date for five years in the future, and disappear into the interior of the country," Wells told Blaze News. "We have no idea who they are, why they're here, and what their history is."

Judge drops riot charges against 200 illegal aliens who rushed border, shoved Texas troops: 'I don't have jurisdiction'

On Wednesday, El Paso County Judge Ruben Morales dismissed riot participation charges against 211 illegal aliens who were caught on video rushing the southern border and shoving Texas National Guardsmen, the New York Post reported.

According to Morales, he was forced to drop the charges because the state failed to provide a transfer order to move the cases from district to county court. He said that because of that, his "hands [are] tied."

"Our office feels very strongly that the procedure was proper," DA Bill Hicks said.

During her opening statements, public defender Kelli Childress argued that "processes were ignored here."

"If I don't have jurisdiction, there's nothing I can do on these cases [except dismiss them]," Morales stated.

On March 21, footage captured by the New York Post showed a massive group of illegal immigrants — primarily adult males — ripping down the concertina wire. A Texas National Guardsman is seen in the video trying to grab the downed wire to prevent the group from storming through the gap created in the fencing. The video shows several men from the mob ripping the fencing away from the serviceman and throwing it to the side. Moments later, the unruly mass shoves through the five guardsmen and runs up to Gate 36, a closed area of the border that is not a designated port of entry.

At the time of the incident, troops had been attempting to divide the large mob into groups so that the illegal immigrants could be taken into Customs and Border Protection custody, the Post reported. Eight individuals are in custody and facing additional felony charges for acting as instigators. A ninth male, a 22-year-old Venezuelan national, Gabriel Enrique Angarita Carrasquero, faces similar charges but was released by Border Patrol and remains at large. He is accused of assaulting a Texas National Guardsman, the Post reported, citing an internal federal memo regarding his case.

District Attorney Bill Hicks stated during a Thursday news conference that his office plans to appeal the judge's decision to dismiss the charges.

"Our office feels very strongly that the procedure was proper," Hicks said. "We argued that it was appropriate and proper and we feel very strongly that it was done properly and Morales' order is an inappropriate order."

The misdemeanor riot participation charges carried a maximum penalty of 180 days in jail and a $2,000 fine.

This is the moment when TX National Guard became overrun by migrants rioting to get across the border here in El Paso today\n\nWe were there and saw it all happen. Absolute chaos here.

Morales previously dropped cases against a large group of illegal immigrants who rushed the same area of the border on April 22. He claimed there was no evidence of "probable cause" to prove the individuals participated in a riot.

Hicks called for a grand jury of 12 El Paso citizens to decide on the case, arguing that Morales had refused to review additional evidence. The jurors indicted more than 140 illegal aliens on misdemeanor riot participation charges, effectively overruling Morales' judgment, Blaze News previously reported.

ICE to roll out ID card pilot program for illegal aliens

The Biden administration plans to launch a taxpayer-funded pilot program that involves providing 10,000 illegal aliens with identification cards, Fox News Digital reported.

According to the news outlet, the program is slated to roll out this summer. Immigration and Customs Enforcement hopes the plan will modernize its documentation process for removal proceedings.

While still subject to change, the ICE Secure Docket Card initiative will likely be launched in three or four locations, the agency told Fox News Digital. A source informed the news outlet that Houston and Atlanta are two potential options.

'Just in time for the election, the Biden administration is quietly legitimizing a government-sanctioned invasion of our nation.'

ICE insisted that the ID cards are not forms of federal identification but rather a means to "modernize documentation provided to some noncitizens."

"While the specifics of the card and pilot are under development, it is important to note the secure card will not be an official form of federal identification," the agency told Fox News Digital. "The secure card will indicate it is for use by DHS agencies and would be provided only after national security background checks have been performed."

"Moving to a secure card will save the agency millions, free up resources and ensure information is quickly accessible to DHS officials while reducing the agency's FOIA backlog," the agency continued. "For provisionally released noncitizens, the digital modernization will provide ongoing access to important immigration documents through the secure card and connected portal."

Currently, ICE provides illegal aliens released into the country's interior with several paper documents pertaining to their immigration status. The agency noted that such papers pose a security risk, as they can be lost or damaged. The new idea system will allow ICE agents to more easily verify an illegal alien's identity when checked against Department of Homeland Security systems.

RJ Hauman, president of the National Immigration Center for Enforcement and a visiting fellow at the Heritage Foundation, told Fox News Digital that the ID program will "undoubtedly lead" to illegal aliens "obtaining other documents, benefits and rights — or create an entirely new identity."

"Just in time for the election, the Biden administration is quietly legitimizing a government-sanctioned invasion of our nation," Hauman stated. He noted that most of the illegal immigrants crossing into the U.S. arrive without any form of identification.

"So how do we even know who they are?" he questioned.

Leaked pictures of the ID cards show that they will include a photograph and other identifying information.

News broke about the administration's plan to implement ID cards for illegal aliens in 2022. Republicans on the House Oversight Committee sent a letter to ICE's acting director in July 2022 expressing concerns about the program. The committee argued that ICE's ID cards were "intended in part to help illegal immigrants circumvent checking in physically at ICE offices and more easily access benefits within the United States."

House passes bill to add citizenship question to census to stop illegal aliens from distorting congressional representation

On Wednesday, House Republicans passed a bill that would add a citizenship question to the census and thereby prevent illegal aliens from impacting redistricting and Electoral College apportionment, the New York Post reported.

The Equal Representation Act passed in a 206-202 vote without any Democratic support. Introduced by Rep. Chuck Edwards (R-Ill.), the bill has more than 100 cosponsors.

States reevaluate their congressional map each decade, losing or gaining seats based on census population data.

"One of the great scandals in American history," Miller remarked.

“Including the count of non-U.S. citizens in determining how many congressional seats and electoral votes each state has is skewing the representation of Americans in their federal government,” Edwards stated.

“The mere presence of illegal immigrants in the U.S. is influencing electoral outcomes, and the Equal Representation Act that the House passed would protect our democracy by making sure that American citizens – and American citizens only – have a say in determining the direction of our country,” he added.

Sen. Bill Hagerty (R-Tenn.) hosted a live Spaces discussion Thursday afternoon on X to discuss the bill’s passage in the House. He was joined by Stephen Miller, the founder of America First Legal and former senior advisor to President Donald Trump.

“They’re doing this for power,” Hagerty said of the Democrats who voted against the bill and have supported mass illegal immigration through the southern border. He explained that sanctuary cities “act as magnets” for illegal aliens to “dilute voters” in states like Tennessee.

“What the bill requires is a citizenship question on the census and it will prohibit counting illegal aliens for the purpose of apportioning Congressional seats and electoral votes by states,” Hagerty stated. “It really gets at the [motive] behind the crime that’s taking place at our southern border.”

“[Democrats are] doing this for power. They’re doing this to preserve power in many cases because when you think about the exodus from these blue states that are so poorly run, those citizens are leaving. They’re moving to states like mine in Tennessee. As those states lose legitimate legal population, one alternative is to backfill that with folks that are here illegally. And if you think about where the Democrats have situated their sanctuary cities, in states like California, Illinois, New York — where they’re losing population,” Hagerty explained.

Miller called the attempt to dilute political power “one of the great scandals in American history.”

He said, “Every single Senate Democrat, every single one, including people who have pretended falsely to be moderates ... voted to say, ‘I want illegal aliens in California to dilute the political power of Montana citizens. I want more congressional seats in California representing illegal aliens. I want more electoral power in the electoral college for illegal aliens in California.’”

“The Democratic Party is completely committed through the proposition that their political future rests on filling the country up with illegals,” Miller added.
