Wisconsin police say nobody will face charges for young nude girl participating with adults in 'Naked Bike Ride'



Police in Wisconsin say that nobody will face any charges in an alleged incident where a young nude girl participated in a "Naked Bike Ride" with adults.

The World Naked Bike Ride is an international bicycle riding event where "clothing is optional." The World Naked Bike Ride is "about protesting oil dependency and celebrating the power and individuality of our bodies."

The first World Naked Bike Ride was held in 2003. By 2010, there were WNBR events in 74 cities across 17 countries.

On June 17, approximately 150 people participated in the World Naked Bike Ride in Madison, Wisconsin. One of the participants was allegedly a young girl.

A local resident notified Dane County Sup. Jeff Weigand that there was a nude girl who appeared to be younger than 10 years old participating in the World Naked Bike Ride in Madison. There was reportedly a photo of the young girl uploaded to social media.

The Wisconsin State Journal reported:

A Wisconsin State Journal reporter who covered the event also saw the girl there, and a different photo of the girl appears on the Facebook page of a World Naked Bike Ride participant. Madison police spokesperson Stephanie Fryer on Wednesday said police received a complaint on Sunday about an image of the girl posted to social media, and on Tuesday a complaint from someone who saw the girl at the ride.

Weigand demanded, "Our law enforcement officers need to investigate this matter and enforce our laws. If a child was allowed to participate in this naked bike ride, any and all adults who supported and condoned this need to be arrested immediately."

Detectives with the Special Victims Unit of the Madison Police Department investigated the case.

However, police said that no laws had been broken and nobody would be charged.

Fryer said that investigators said the incident did not violate any of the state's child pornography laws or violating any harmful material statutes.

According to the Wisconsin State Journal, "Weigand rejected the notion that state criminal law wouldn’t apply in the incident, pointing to state statutes that, for example, bar sexual exploitation of a child, causing a child to view or listen to sexual activity or causing a child to expose genitals. However, those laws seek to protect minors from engaging in sexual conduct or causing sexual arousal, something the organizers of the bike ride have said the event is not intended to do."

Madison World Naked Bike Ride organizer Peter Keating told the outlet that the participation of children in the event is "not an issue at all" and "it has always been our position that minors are perfectly welcome to participate as they please, as long as they are accompanied by parent or legal guardian."

The World Naked Bike Ride website for the Milwaukee event states: "Anyone is welcome to join, but minors must be accompanied by a parent or guardian."

The idea that somehow children are negatively affected by non-sexualized nudity is a myth. Children are more likely to be curious if nudity was discouraged in their family. The only thing prudish parents have to worry about is that their children might want to get naked themselves if it looks like people are having fun. As children grow older they are more likely to resent repressive parents if they think they lack common sensibilities.

The Milwaukee Journal Sentinel said the naked bike ride is not illegal because it is "technically a first amendment protest, so it is legal as long as riders do not participate in any lewd or 'untoward' behavior."

Police say man recorded himself raping 7-year-old boy — but the suspect insisted that he is 'not attracted to children'



Police say that an Arkansas man recorded himself raping a 7-year-old boy and said he did it because he was "curious," according to a Thursday Law & Crime report.

According to the report, 18-year-old Noel Bonilla-Jiminez of Benton County was arrested on suspicion of two counts of rape involving a victim under the age of 14 as well as other related charges.

Bonilla-Jiminez was taken into custody on Saturday following a monthlong investigation into his purported online behavior.

According to the report, officers with the Rogers Police Department between the months of June and November received several tips from the National Center for Missing and Exploited Children regarding "suspicious material being uploaded by a social media user."

Among the disturbing tips was one particular video in which a male child believed to be between the ages of 5 and 6 years old was seen "masturbating [Bonilla-Jiminez] and giving him oral sex."

Authorities investigated the tip, which was sent by an anonymous woman who told authorities that she met the suspect at work and exchanged Snapchat information.

The woman said that she began following Bonilla-Jiminez and noticed concerning information on his Snapchat page including "videos that appeared to show the defendant receiving a sex act from 'a prepubescent male.'"

According to the report, authorities viewed the video and confirmed the adult in the video was Bonilla-Jiminez after speaking to the suspect's mother.

The unnamed woman confirmed that the suspect was her son and that the video appeared to have been filmed in the family bathroom.

Authorities quickly arrested the suspect, who initially denied knowing the child in the video.

He eventually was said to have confessed to the rape and reportedly admitted that he had sexual encounters with the child approximately three times.

"Noel told me that he had John Doe-8 perform oral sex on him because he (Noel) was curious," an arrest affidavit stated. "Noel stated he was not attracted to children and he would not offend on another child."

Bonilla-Jiminez stated that the videos were several years old and that he hadn't had any contact with the victim for approximately four to five years.

The affidavit added, "John Doe-8 was later interviewed at the Children’s Advocacy Center and he did not disclose any sexual abuse. When the interviewer asked about seeing a video with him in it, John Doe-8 began to cry and said he wanted to leave the room.”

Following the interview, John Doe-8's mother confirmed that it was her son — who is just 8 years old — in the video and that the incident took place when the child was seven. Police believe the suspect was 17 years old when the boy was raped, the Northwest Arkansas Democrat-Gazette reported on Wednesday.

Bonilla-Jiminez also stands accused of using a computer to exploit a child as well as two counts of possessing, distributing, and viewing child pornography.

Bonilla-Jimenez remains incarcerated at the Benton County Detention Center at this time on a $250,000 bond.

He is set to appear in court on March 17.

Judge sentences convicted pedophile to 280 years in prison for 'horrific, dastardly conduct' against four little girls



A California judge has sentenced a Paso Robles, California, man to more than 280 years in prison after he was convicted on 52 counts related to sex abuse of children, including video surveillance of dozens of children without their knowledge.

Jason Robert Porter, 49, was convicted of abusing at least four young girls between the ages of 1 and 13 years old from 2008 to 2016, according to the San Luis Obispo Tribune, after having waived his right to a jury trial.

Authorities first arrested Porter in June 2016 after a young girl's mother — a former friend and neighbor — reportedly caught him shooting cell phone photos underneath her child's dress. Several weeks later, authorities arrested him a second time after investigators discovered "tens of thousands of images and videos of children engaging in sexual acts, including some allegedly showing Porter molesting children," during a related search of his home and personal electronic devices.

The charges included 16 felony counts of sex crimes against children and child pornography, as well as 36 misdemeanors for unauthorized invasion of privacy.

In a Monday statement on Porter's sentencing, San Luis Obispo Superior Court Judge Barry T. LaBarbera added, "I've been doing this a long time and I've seen a lot of things, and this for me was very difficult to watch. This was horrific, dastardly conduct. ... Not only were the victims particularly young, a lot of the conduct was committed while they were sleeping."

One of Porter's victims, an 11-year-old girl, testified against him in court, saying that he molested her when she was just 4 years old during a visit to his home. The unnamed child said that she was at Porter's home for a playdate with his two adolescent sons.

"I pretended I was asleep," she admitted during her testimony.

A press release from San Luis Obispo County District Attorney Dan Dow quoted him as saying, "We sincerely applaud the courage of these young survivors in reporting the abuse, and the parents of survivors who appeared in court today to face the defendant and express the very real impact of his terrible crimes. This sentence sends a clear message that we will prosecute child sexual predators to the maximum extent of the law."

Deputy District Attorney Melissa Chabra added, "The young victim's bravery while testifying in court in front of her abuser inspires me to continue my work on these cases and fight for justice for all survivors of sexual abuse in our country."
