Kentucky driver’s licensing scandal: 5 charged for allegedly illegally issuing licenses to immigrants in exchange for cash



A federal grand jury indicted several Louisville, Kentucky, residents on February 4 for their alleged involvement in illegally selling driver's licenses to immigrants.

Melissa Moorman, a former clerk at Louisville's Nia Center Licensing Branch, stated that she alerted her supervisor and the Kentucky Transportation Cabinet in October 2024 that several of her co-workers were involved in a fraudulent scheme.

'As alleged in the indictment, this fraudulent scheme involved kickbacks and bribes leading to numerous legally present, non-US citizens obtaining unlawfully issued drivers licenses.'

Moorman told WDRB in August that her colleagues sold licenses to illegal immigrants who could not otherwise legally obtain them, charging them $200 per license. She claimed they were unlawfully selling these licenses four or five times per day for at least two years at multiple driver's licensing branches across the state.

"The employees were being paid under the table," Moorman previously told WDRB. "I immediately let my supervisor know."

Moorman stated that two co-workers began using her computer login to issue licenses illegally after her supervisor instructed her to share her login information, as not all employees had their own.

Moorman claimed that fraudulent Social Security cards and birth certificates were being used to issue driver's licenses and permits to illegal immigrants who never took any driving tests. She further claimed that her co-workers' scheme skipped Homeland Security background checks.

Shortly after reporting the alleged fraud scheme, Moorman claimed, she was fired.

KYTC claimed in a court filing that Moorman was terminated "for legitimate, non-discriminatory reasons not causally related to the alleged whistleblowing activity."

A February 10 press release from the U.S. Attorney's Office for the Western District of Kentucky unveiled criminal charges against five Louisville residents for alleged fraud and money-laundering offenses.

Donnita Wilson, 32; Aariel Matthews, 27; Lazaro Alejandro Castello Rojas, 37; Robert Danger Correa, 41; and one other individual who has not yet been arrested were charged with mail fraud, honest services mail fraud, unlawful production of identification documents, money-laundering conspiracy, and other offenses.

Wilson and Matthews previously worked at the Nia Center office, according to the indictment. Rojas and Correa did not work at any licensing agency but are accused of recruiting and escorting noncitizens to driver's license appointments at the Nia Center.

Rojas and Correa "gained the trust" of the noncitizen applicants "because they professed to know the process or even implied an association with the DMV, spoke the same language, and often had the same or similar countries of origin," the indictment read, adding that most of the applicants "were unfamiliar with processes and procedures for obtaining driver's licenses in Kentucky, and many had difficulty communicating in English."

Federal prosecutors argued that the defendants solicited illegal fees of $200-$1,500 from individuals applying for driver's licenses, promising expedited services, including avoiding lines and bypassing testing requirements.

The applicants were allegedly led to believe the process was legal, according to prosecutors.

The indictment insisted that the driver’s license applicants were legally present, non-U.S. citizens.

"This indictment represents the culmination of an investigation into a scheme by Kentucky Transportation Cabinet employees and others to illegally circumvent Kentucky's process for issuing driver's licenses, thereby issuing invalid licenses to lawfully present, non-U.S. citizens who had not first demonstrated their qualifications to drive on our roads," U.S. Attorney Kyle Bumgarner stated.

"Proper vetting of individuals seeking a driver's license is a prerequisite to ensuring the safety of Kentucky's roadways and ensuring the legitimacy of state-issued identification. As alleged in the indictment, this fraudulent scheme involved kickbacks and bribes leading to numerous legally present, non-U.S. citizens obtaining unlawfully issued drivers licenses."

Blaze News reached out to Kentucky Democrat Gov. Andy Beshear's office to request clarity concerning whether any of the licenses were issued to illegal immigrants or used to register to vote. The governor's office referred Blaze News to its press release, which stated that the "indictment does not involve issuing licenses to people illegally present in the country."

"During a routine review of credentials applications, KYTC officials identified a number of irregularities and revoked 1,985 credentials. KYTC immediately contacted law enforcement, which began an active criminal investigation," the press release read.

An attorney for Rojas declined to comment, citing the ongoing nature of the case.

The Kentucky Transportation Cabinet and attorneys for Moorman, Wilson, Matthews, and Correa did not respond to a request for comment.

NYC last: Alleged scheme gave driver's licenses to Chinese illegal aliens — even if they can't drive



As if the streets of New York City were not already dangerous and crowded enough, illegal Chinese immigrants with few English-speaking or driving skills may be cruising about with a valid license, thanks to a potentially massive scheme allegedly involving a driving school and some corrupt DMV personnel.

On Tuesday, District Attorney Michael McMahon of Richmond County; George Ioannidis, assistant special agent in charge for Homeland Security Investigations; and a host of other state and federal officials held a press conference to announce some arrests made in connection with an investigation dubbed Operation Road Test.

'Regardless of immigration status, language, and even their ability to actually operate a vehicle.'

According to authorities, T&E Driving School in Queens took to social media to identify residents who speak Fujianese for marketing purposes. Its clients, most of whom are Chinese noncitizens, would then pay anywhere from $1,600 to $2,000 for a driver's license and/or learner's permit.

Staff at the driving school would then allegedly take the required driver's test on behalf of the client. The school also allegedly paid off DMV employees to issue documents and fudge the database.

"As alleged, the defendants utilized deceptive social media practices and strategic advertising that targeted and exploited members of the Chinese community and guaranteed individuals driver’s licenses regardless of immigration status, language, and even their ability to actually operate a vehicle," said Homeland Security Investigations New York Special Agent in Charge Ricky Patel, according to SILive.com.

"Our investigation found that T&E Driving School blatantly flouted the laws and procedures that are necessary to ensure the public safety on the road," Ioannidis added.

Thus far, two dozen suspects associated with Operation Road Test are in custody, and T&E owner Weixan Tan, 38; T&E secretary Weiwan Tan, 40; and another T&E employee, Winnie Yang, 36, have all been charged.

Others named in the indictment include: Wenfeng Yang, 38, who allegedly took driving tests on behalf of T&E clients; and Edward Tarik Queen, 40; Aji Idicula, 43; and Tianna Rose Andolina, 30, all from the DMV.

"The state employees indicted here sold out not just the safety of their fellow New Yorkers, but they sold out their oaths of office," claimed New York State Inspector General Lucy Lang.

The scandal was apparently uncovered after NYPD received a tip, prompting a sting operation involving an undercover officer who speaks Fujianese. After working with T&E, the officer reportedly received a New York driver's license without ever having taken a scheduled road test.

Officials fear the corrupt scheme — and others like it — may spread far and wide.

"The numbers, as we go through this investigation, as we go through the materials that have been seized, we think that we are going to find hundreds if not thousands of people that have been part of this scam," McMahon said, according to the New York Post.

In addition to the obvious peril posed by untrained drivers who don't speak English, issuing unearned licenses threatens the American public in other ways. Bogus driver's licenses compromise the safety of airports and other high-security buildings that require state-issued IDs to enter, as well as the integrity of U.S. elections.

"We think this is just the tip of the iceberg, to put it simply," McMahon added.

The Florida Department of Highway Safety and Motor Vehicles issued a memo on Jan. 26, 2024, indicating that transvestites would no longer be able to change the sex on their driver's licenses or state ID in the Sunshine State.

"Misrepresenting one's gender, understood as sex, on a driver license constitutes fraud under s. 322,212, F.S., and subjects an offender to criminal and civil penalties, including cancellation, suspension, or revocation of his or her driver license, e.g., s. 322.22. and 322.27, F.S," stated Robert Kynoch, FLHSMV deputy executive director.

A transvestite activist boasted in a recent TikTok video that by exploiting a loophole, he was able to secure an ID stating that he was a female. James Rose's inability to keep his deceit to himself proved to be his plot's undoing.

Jeremy Redfern, press secretary for Gov. Ron DeSantis (R), confirmed Tuesday that the FLHSMV "cancelled his license and sent him a corrected one that says 'male.'"

"That's some dedicated service," wrote Griffin. "He should thank them."

'Play stupid games. Win stupid prizes.'

Rose, a DEI certificate holder from Cornell University whom Planned Parenthood appointed in 2023 to push trans propaganda, said in his incriminating video, "I just got my gender changed on my driver's license in the free f***ing state of Florida. My God, Ron DeSantis would be screaming right now if he knew about this."

"This little license now says 'female' on it," continued the male transvestite. "This was the last step in changing all of my documents. This was not easy. We're not even supposed to be able to do this in this state."

Rose indicated that he was able to get a factually incorrect license because when replacing a supposedly lost license, "They have to take all of your information from what they consider a 'primary document.' A passport is considered a primary document and you can self-identify on your passport, which means — loophole — you can self-identify on your Florida f***ing driver's license."

After suggesting his license would last 10 years, Rose said, "Ron DeSantis, you can suck my trans ****."

Dave Kerner, executive director of FLHSMV, reportedly informed Rose in a Jan. 6 letter obtained by Libs of TikTok that his license had been canceled, that he has been provided a "valid replacement license with the proper sex identifier of male," and that he may have broken the law by allegedly making a false statement about losing his license.

"Please be advised that the sex identifier on the replacement Florida driver's license issued to you on December 20, 2024, was improperly changed from male to female," said the letter. "Accordingly, that license is invalid and has been cancelled."

"Thank you for bringing this error to the Department's attention," continued Kerner. "Your public comments will help ensure compliance with Florida law."

Kerner indicated further that Rose's boastful video has also prompted the department to conduct an audit to ascertain whether similar errors have been made in other cases.

"I can't stop laughing," wrote Libs of TikTok. "It's such a great case of FAFO."

Christina Pushaw, an aide to DeSantis, similarly wrote, "FAFO," which stands for "f*** around and find out."

"Play stupid games. Win stupid prizes," tweeted Rep. Nancy Mace (R-S.C.).

Bryan Griffin, communications director for DeSantis, noted, "Florida operates on truth, and Florida driver's licenses will only reflect an individual's true sex."

President-elect Donald Trump has vowed to "ask Congress to pass a bill establishing that the only genders recognized by the United States government are male and female — and they are assigned at birth."
