Rapes spike 11% in NYC amid illegal immigration crisis, limited police resources: 'Should be a wake-up call'



New York City, a sanctuary jurisdiction for illegal aliens, has experienced an 11% increase in reported rapes this year, according to the New York Post.

The paper revealed that from January 1 through July 14, 880 rapes were reported across the city. New York Police Department data showed that over the same period the previous year, 796 rapes were reported.

'Rate of cases being dismissed has gone up, [and] the rate of cases not being pursued has gone up because of the progressive prosecutorial methods.'

Jane Manning, director of Women's Equal Justice, told the Post that the alarming increase in reported sexual assaults "should be a wake-up call."

"The NYPD needs to allocate more investigators to its understaffed Special Victims Unit so that every case is investigated well and dangerous offenders are apprehended," Manning stated.

In March, the Police Benevolent Association of the City of New York released a statement warning that the NYPD is experiencing a staffing crisis.

PBA President Patrick Hendry told News 12, "No one is becoming an NYPD police officer right now for the long term. They're taking it for a stepping stone to get something better – something with better salary, pensions, quality of life."

The 10th precinct, located in Manhattan, experienced the most significant jump in reported rapes with a 300% increase. Midtown South, which covers Times Square, saw a 111% year-to-date uptick, according to NYPD stats.

While most rapists know their victims, there has been a recent increase in "stranger rapes," the NYPD reported.

One such instance included a caught-on-camera attack on May 21 at East 152nd Street and 3rd Avenue. The assailant walked up behind a woman on the street, threw a belt around her neck, dragged her to the ground, and attacked her between two vehicles, the video showed.

Christian Inga, a 25-year-old foreign national who entered the United States illegally, was accused of raping a 13-year-old girl at knifepoint in New York City on June 13.

Rafael Mangual, a criminal justice policy expert and senior fellow at the Manhattan Institute, told the Post, "It's no secret that the NYPD is down significantly in terms of force size. Because it's down, whenever it decides to prioritize something — say for example subway offenses — that's going to make the topside slightly more vulnerable, as far as more cops are now below ground."

Mangual also blamed the uptick in crime on the state's Raise the Age law and soft-on-crime Manhattan District Attorney Alvin Bragg.

"The rate of cases being dismissed has gone up, [and] the rate of cases not being pursued has gone up because of the progressive prosecutorial methods of Bragg, [Brooklyn DA] Eric Gonzalez, and [Bronx DA] Darcel Clark," Mangual also told the paper.

An NYPD spokesperson told the Post that the department "vigorously investigates every single rape complaint and will continue to work to bring justice to the survivors of these heinous crimes."

Anything else?

Other nonviolent crimes, including retail theft, also have become an issue in New York City since the increase in illegal immigration under the administration of President Joe Biden.

Chris Sciacco, the owner of Kaiya's Pallets at 36-37 31st St. in Long Island City, recently told the Post in a separate story that his business "won't survive" if the rampant shoplifting crisis continues. He claims illegal aliens target his 4,500-square-foot variety store up to six times per week, costing him about $3,000 each month in losses.

"It's affecting the business and affecting our overhead," Sciacco told the paper. "I don't know if we can continue to survive at this rate."

On July 11, one man stole an entire pallet of Gatorade from Sciacco's store, he stated.

"I called [the NYPD] six times, waited over eight hours, and not one cop showed up to help me," he said. "I also tried to flag down over 30 cop cars on the street, and not one stopped to help me or even see what was wrong."

New York's sanctuary policies have prevented local law enforcement officials from cooperating with federal immigration officials. However, the Biden administration's acting Immigration and Customs Enforcement Director P.J. Lechleitner recently told NBC News that some sanctuary jurisdictions appear to be reconsidering their policies.

"For many, many years, certain states and jurisdictions just have been really reticent about dealing with us because of the civil immigration piece of it," Lechleitner explained. "You've seen some examples of this where some individuals unfortunately were encountered by local law enforcement and because of the policies put in place, either at the state or local level, they weren't allowed to notify immigration authorities ... and all of a sudden you have people being released and reoffending."

He added that "at-large arrests put the citizenry at risk because we have to do an arrest in neighborhoods. We shouldn't have to do that. Let's do it in a controlled setting, so everyone's safe. My folks are safe, the local community's safe, and the non-citizens are safe as well."

'Jeopardy!' champion, ex-con arrested, put on leave from teaching job at elite NYC school over 'inappropriate sexualized images'



Winston Nguyen is an ex-convict who swindled $300,000 from an elderly couple and a former "Jeopardy!" champion. However, the current teacher at an elite New York City private school has most recently made headlines for being arrested for the alleged "dissemination of intimate images via social media," according to officials.

Nguyen is currently a math teacher at Saint Ann’s School in Brooklyn Heights. According to the school's website, preschool tuition starts at $52,900 and goes up to $60,525 for high school students.

The elite NYC school has celebrity alumni, including actress Lena Dunham, artist Jean-Michel Basquiat, and Maya Hawk – the daughter of Ethan Hawke and Uma Thurman.

Saint Ann hired Nguyen as a middle- and high-school math teacher in 2020 – just one year after he was released from the prison on Rikers Island.

While at Rikers Island, Nguyen reportedly called into a radio show to speak to then-Mayor Bill de Blasio to complain about the prison's conditions.

Nguyen had been convicted of stealing $300,000 from a 96-year-old blind man and his 92-year-old wife, according to the New York Post. Nguyen had been a home health aide to the elderly couple while stealing the money to allegedly pay for pricey ballet tickets and trips to Florida.

Regarding Nguyen's criminal history, a Saint Ann's spokesperson told the Daily Beast, "A nonviolent criminal record may not preclude employment. The school gives a careful and discerning assessment of a job candidate’s potential fit with the school."

In response to the current accusations against Nguyen, the spokesperson stated: "We are fully cooperating with law enforcement in their efforts, and right now we’re focused on helping our students process this news."

The spokesperson confirmed that Nguyen is a "suspect in an ongoing investigation related to the dissemination of intimate images via social media."

The spokesperson added, "Upon his arrest on Thursday, he was immediately placed on leave by the school and he remains on leave."

Saint Ann’s Head of School Kenyatte Reid reportedly notified parents that the teacher was arrested, and it was linked to "inappropriate sexualized images."

"I was informed this evening by the assistant district attorney that his arrest is in relation to an investigation that dates back to January 2024," Reid wrote in an email to parents.

Nguyen has yet to be charged with any crimes and was released on Saturday. However, his defense attorney is awaiting information from prosecutors regarding potential charges.

Lawyer Frank Rothman told the New York Post, "We are awaiting a decision from the Brooklyn DA's office regarding charges against Mr. Nguyen. We are expecting some movement in the near future."

Rothman informed the Daily Beast, "I don’t think this is something that’s just going to be a non-issue. There’s going to be an issue. The question is, how big and when?"

Nguyen garnered some fame in 2014 when he became a "Jeopardy!" champion.

Video: Suspect accused of slashing 11-year-old girl needs NYPD officers to protect him from angry mob



A suspect accused of slashing an 11-year-old girl in the head and punching a woman was chased down by an angry mob in New York City. However, officers with the NYPD protected the suspect from the horde seeking vigilante justice.

An 11-year-old girl was slashed near the East 116th Street subway station in East Harlem around 2:15 p.m. on Friday, according to police. The young girl was knifed in the back of the head and had her ear cut as she stood on a downtown platform holding her mother’s hand, sources told the New York Post. The outlet reported that the weapon used in the attack was a box cutter.

The suspect – who reportedly has a lengthy rap sheet – allegedly fled the crime scene by running into the subway station and boarding a train.

The mother of the stabbing victim reportedly chased after the alleged attacker, but he was able to run away.

An unnamed MTA employee told WPIX, "I saw a guy; he was trying to get off the train car, and he was near the third rail. I asked him what happened, and he said people were chasing him and trying to kill him, but people were yelling he stabbed someone. I grabbed him because I saw the police were running toward us, but he managed to escape."

Moments before slashing the little girl, the suspect allegedly punched an unsuspecting 43-year-old woman around the street corner.

The victim's mother, Gorzata Sladek, told the New York Post, "It was traumatizing. Terrible. It’s terrible to see a little girl with her head cut, sliced in half and it’s just terrible."

A UPS worker added, "Her head [was] bloody. Bleeding can’t stop. [She was] bleeding in her hand and her shirt … she was crying. Scared."

The young girl was treated by medics near a juice bar before being rushed to a local hospital. She underwent surgery that required multiple stitches and staples to fix the gash.

An angry mob was able to track down the suspect and corner him in the street about a block away where he had allegedly punched a woman.

Several NYPD officers needed to protect the suspect from the crowd demanding street justice. In the video, the mob is shouting, and one man pokes the suspect with a cane.

Multiple men had to be pulled away from trying to attack the suspect.

A man in the crowd is heard yelling, "You f***ing piece of s**t!"

Cops arrested 30-year-old Shaquan Cummings. He was charged with two counts of assault and acting in a manner injurious to a child.

The Post noted that Cummings has more than 20 prior arrests, including assault, criminal mischief, and fare evasion. His last arrest for assault allegedly happened two months ago.

Sladek said, "You should be able to walk on the street and not worry that somebody will attack you and attack, actually, my daughter not even attacking a dog, but a little kid."

The distraught mother said her daughter is "not doing well emotionally."

"She doesn’t want to go back to school. She doesn’t want to go outside anymore,” Sladek stated.

Federal judge warns married teacher of 3 previously charged with sexual abuse of mentally ill student is 'danger to the community'​



A former teacher allegedly broke the conditions of her home confinement regarding charges of sexually assaulting an underage mentally ill student. A federal judge warned that the married mother of three poses a "danger to the community."

As Blaze News previously reported, Sandy Carazas-Pinez was accused last year of engaging in multiple sexual acts in her car with a 16-year-old boy. The New York City public teacher was fired from her job. Carazas-Pinez, 34, had been a biology teacher at the Biondi School in Yonkers, New York.

Biondi is run by the nonprofit organization Rising Ground and assists students with special needs.

"The Biondi Middle and High School provides educational and therapeutic support to both residential and day students who have behavioral and emotional challenges, learning disabilities, or intellectual/developmental disabilities," the Rising Ground website states.

Carazas-Pinez was arrested in July after allegedly sending nude images and sexually explicit text messages to a 16-year-old student.

"I do miss your touch and kisses not going to lie. I also miss seeing you masturbate, I sound like a pervert," she purportedly wrote to the boy.

The mother of the alleged victim discovered the illicit content and reported the teacher to local authorities.

The mother said, "It’s the rape of a child with a mental illness. As a society, we have to prioritize the safety of children who are mentally ill and boys who are sexually assaulted."

The minor reportedly suffers from schizophrenia and a mood disorder.

Carazas-Pinez allegedly committed multiple violations after being arrested.

This week, Carazas-Pinez allegedly violated her bail conditions. She was instructed not to have any unsupervised contact with any child under the age of 18.

The married mother of three reportedly emailed another former student a day after he turned 18 to wish him a happy birthday.

The New York Post reported that Brooklyn federal judge John Cronan revoked the bail of Carazas-Pinez after she allegedly breached her bail conditions.

Cronan noted that the infraction was technically not a violation, but "it seems to fly in the face of the spirit of the conditions."

Cronan said Carazas-Pinez poses “a real danger to the community.”

Even her own lawyer called the ex-teacher's behavior "troubling."

Prosecutors said the former teacher’s conduct shows a "pattern of grooming" a student for sex.

The mother of the alleged victim told The Post, "She’s a very disturbed individual, and I’m glad she no longer has access to children — especially mine."

15-year-old New York City girl charged with murder for fatal stabbing of teen over social media feud: 'A beautiful child'



A 15-year-old girl was arrested and charged with murder in connection with the fatal stabbing of a fellow teen in New York City. The deadly stabbing stemmed from a social media feud, according to reports.

The 15-year-old suspect – whose name is being withheld by police due to her age – was charged with murder, manslaughter, and criminal possession of a weapon on Thursday.

Around 2:16 p.m. on Thursday, 17-year-old Emery Mizell was found critically injured in the courtyard of a Bronx building. She had been stabbed in the chest. Mizell was rushed to the nearby Jacobi Medical Center, but she succumbed to her injuries soon after.

The superintendent of the building where Emery was found outside bleeding to death identified the suspect as a resident of the building.

"[The attacker] came out of the building, and the other girl came from outside," superintendent Armando De La Cruz told the New York Daily News. "They started fighting, and one of them pulled a knife and stabbed the other."

There was reportedly a group of about 10 minors around when the fatal stabbing happened.

A neighbor told the news outlet, "I thought they were playing. They were just kids. Then people were running back and forth getting tissues to stop the bleeding."

According to her grieving father, Mizell attended James Monroe High School and was set to graduate in June. Emery was looking forward to attending her senior prom.

The suspect reportedly attended the same high school as Mizell.

Tony Mizell told the New York Post, "She was a beautiful child, just a beautiful child."

According to police, Emery and her alleged killer were involved in an ongoing feud on social media.

According to a police insider who spoke to the New York Post, the victim had faced relentless harassment on social media prior to the tragic slaying.

Latanya Mizell, Emery’s second cousin, said, "They shouldn’t be fighting because somebody said this about that person. It’s stupid stuff. It’s not worth taking somebody’s life."

She added, "These are kids, both of them. They both lost their lives. That right there is hurtful enough as a whole because we got to be better with our kids."

"We’ve got some difficulty in our schools. But we have seen a very significant uptick in violence right outside the school, around the corner and up the block," David C. Banks – the New York City schools chancellor – said during a town hall meeting in Manhattan on Thursday night.

Mizell's 13-year-old sister Gianna told the New York Post, "She was there for me when no one was there all the time. She gave me advice all the time when I needed it."

"I don’t know how I feel right now. I have mixed emotions right now. At one point, I’m crying. The next minute I’m like, I don’t know. Every time I go through my camera I see her," the heartbroken Gianna said of her slain sister.

Emery has two other siblings.

"She was good. Strong. I miss her so much. I want to tell her that, 'I love you, please be safe, and I love you so much,'" said 6-year-old Josiah.

"She was a good girl. I love her. I want her to come back," said 9-year-old Josiah.

NYPD reports 2 stabbing subway incidents: 52-year-old man attacked for refusing to stop smoking and woman stabbed in the back



Two people were stabbed in separate incidents on the New York City subway, according to the New York Police Department.

One incident was reported at the Franklin Avenue Station in Bedford-Stuyvesant at about 11:30 a.m. on Monday. A 21-year-old woman was stabbed several times in the back.

Police said the suspect in that attack was a woman wearing all black who fled from the scene. The victim was transported to Kings County Hospital and is likely to survive.

In the second incident, a 52-year-old man refused to stop smoking and got into an argument over it, according to police. He was stabbed in the back several times during the argument. That incident unfolded on the J train near the Kosciuszko Street station in Brooklyn at about 5 a.m.

The victim was transported to the Kings County hospital and is reported to be in stable condition. A suspect was taken into custody in that incident, and he was described as a man in his fifties.

The New York Daily News reported that crime had risen by 7% this year compared to last year in the same time frame. Assaults had increased by 8% while petty larcenies were up by 13%.

In one harrowing incident caught on cellphone video, two men got into an altercation that led to one attacking the other and then getting stabbed by his girlfriend. After he realized he had been stabbed, he pulled out a gun that led to a scuffle until his gun was wrestled away and he was shot in the head with it.

Officials said the shooter would not likely face charges as it appears that he fired in self-defense. The attacker was identified as 36-year-old Dajuan Robinson, and the victim was identified as 32-year-old Younece Obuad.

In February, the NYPD said that a severed human leg had been found on the subway train tracks in the Bronx borough. Police later said that their investigation led them to believe the leg belonged to a man who had been struck by the subway on Feb. 12. The leg had been covered up by snow so that it was not discovered until several days later by an MTA worker.

Teen makes grisly find of mother's body stuffed in duffle bag; multi-state manhunt launched to nab squatters in alleged murder



Two squatters are suspected of carrying out a brutal murder of a woman in New York City, according to police. A multi-state manhunt has been launched to catch the suspected killers.

Nadia Vitel flew from Spain to New York City to prep the Manhattan apartment of her late mother so a family friend could move in, according to the New York Post. Vitel's mother passed away months ago, and her apartment had been vacant for about three to four months.

Investigators say Vitel went to her mother's apartment and was ambushed by two squatters living inside the unit. The suspects — a man and a woman — allegedly threw Vitel into a sheetrock wall.

"We believe that some squatters took the apartment over and this woman came home ... and walked in on the squatters that were there," said NYPD Chief of Detectives Joseph Kenny.

Kenny noted that the apartment in the Kips Bay neighborhood is "upscale."

"The apartment itself is very unique in that there’s no front door to apartment. You take an elevator up and then you key your way in. The elevator is actually your front door,” Kenny stated.

Paramedics pronounced Vitel dead at the scene.

The suspects allegedly stole Vitel's Lexus and drove to New Jersey and then Pennsylvania. Police located the crashed Lexus in Harrisburg, Pennsylvania.

Vitel's teen son became worried about his mother after not hearing from his mother for two days and went to his grandmother's apartment on March 14. He believed his mother was at the apartment because they tracked each other's locations via a cellphone app.

Michael Medvedev, 19, went to the apartment with the building's superintendent and family members. Suddenly, the son made a grisly discovery.

Kenny explained, "As they’re getting ready to leave, the son opens up the closet door near the front door and discovers the duffel bag with a foot sticking out."

Inside the duffle bag was the dead body of Medvedev's mother.

Jean Pompee, the building's superintendent, told WCBS-TV, "The male pointed to the closet, he said he believed that there's a body in the bag. And all of her clothes were down, so you really couldn't see the bag. You could see partially, a little bit."

Officials said Vitel died from blunt force trauma to the head, suffered multiple facial fractures, a brain bleed, and two broken ribs.

A multi-state manhunt is underway to find the squatter suspects.

Police said the suspects visited several car dealerships in Pennsylvania after wrecking the Lexus and attempted to purchase a new vehicle for $1,000.

The NYPD said the suspects are a man and woman in their 20s. One of the squatters allegedly has a prior arrest.

"As of right now, we have probable cause, we have two subjects, we have the Regional Fugitive Task Force actively hunting as we speak,” Kenny said.

Twin teen sisters stabbed, one fatally, outside Brooklyn bodega after rejecting attacker's advances: Grandfather



Two twin teen sisters were stabbed in New York City early Sunday morning. One of the sisters died from her stabbing injuries. Witnesses say the teenagers were stabbed after the sisters rejected a man's advances.

Samyia Spain and her twin sister, Sanyia, were with a group of friends and relatives inside a Brooklyn bodega around 2:30 a.m. on Sunday.

Alphonso Goodson, the twins' grandfather, told the New York Post that the stabbing suspect walked into the bodega and "started hitting on her."

A witness told News 12 The Bronx, "One of the guys had complimented the two girls who walked in with their friends. They said no, they weren't attracted."

Goodson explained, "She said, ‘I don’t want to be bothered with you. Leave me alone.’ Then the store owner put him out. He started kicking on the door, he started banging on the door."

As the twin sisters left the Slope Natural Plus store in Brooklyn's Park Slope neighborhood, they were both allegedly stabbed by the man who was rejected by the teenagers.

Goodson added, "He was waiting for them. He took it the wrong way. He came after them. That was wrong. That was dead wrong."

Sanyia was stabbed in the arm and Samyia was stabbed in the chest and neck.

A witness said, "Everybody started tending to her. One of her friends took off their shirts and started putting compression on her neck to try to slow down the bleeding. She was gushing blood just all over the street."

Samyia was later pronounced dead at New York Presbyterian Brooklyn Methodist Hospital. Sanyia was listed in stable condition.

The attacker fled the crime scene.

No arrests have been made, and the police are investigating the fatal stabbing.

Goodson said, "I hope they catch this guy."

A memorial was set up outside Samyia's apartment building in Wyckoff Gardens.

Markita McMillan, the twins' aunt, told Gothamist, "They were so beautiful, fun-going. Samyia had a good head on her shoulders. She wanted to make something out of herself and so did Sanyia."

McMillian is concerned about the rampant and dangerous crime in the neighborhood.

"I'm scared to go down this building and walk downstairs because you don't know what you're facing,” McMillan said.

Cops hunting for man who launched flammable liquid attack on group of people in NYC subway



The NYPD is on the hunt for a suspect who was caught on video launching a flammable liquid attack on a group of people standing on a New York City subway platform last month.

The eye-opening incident happened in the West 28th Street subway station at approximately 7:40 p.m. on Feb. 5, the NYPD said on Wednesday.

The flammable liquid attack happened on the southbound No. 1 train platform in Manhattan.

The NYPD released surveillance video showing the suspect holding two flaming cans while standing at a turnstile. He is seen shouting at a group of people.

Police said the man then hurled the flaming cans at the group of people. The man then fled the crime scene.

Investigators said the targets of the flaming containers did not know the man and the attack was unprovoked.

Fortunately, there were no injuries from the attack.

Police are asking for the public's assistance in identifying the subway attack suspect.

The suspect is described as a black man in his 30s and standing approximately six feet tall. He was last seen wearing a gray hooded sweatshirt, a black jacket, black pants, and black sandals.

The NYPD is urging anyone with information about the suspect or the attack to contact police by calling Crime Stoppers at 1-800-577-TIPS (8477), visiting crimestoppers.nypdonline.org, downloading the NYPD Crime Stoppers mobile app, or texting 274637 (CRIMES) then entering TIP577. Spanish-speaking callers are asked to dial 1-888-57-PISTA (74782).

The attack is one of many that have marred New York City's subways. The crime has been so rampant that New York Democratic Gov. Kathy Hochul decided earlier this month to deploy 750 National Guardsmen to New York City subway systems to combat the surge of crime.

On Thursday, a NYC man shot another in the head in self-defense on the subway during a fight. The shooter is likely not to face any charges, according to authorities.

'Stop the theater!': NYPD chief, former commissioner torch Gov. Hochul for deploying National Guardsmen amid crime surge



Current and former New York Police Department officials this week torched Democratic Gov. Kathy Hochul for her decision to deploy 750 National Guardsmen to New York City subway systems amid a surge in violent crime, the New York Post reported.

On Wednesday, Hochul announced a "five-point plan," which included sending 1,000 New York National Guardsmen, New York State Police officers, and Metropolitan Transportation Authority Police officers to assist the NYPD with conducting bag checks in the transit system, Blaze News previously reported.

Hochul launched the plan in response to a series of "brazen, heinous attacks on our subway system."

"You'll start seeing them at the tables, making sure that weapons are not being brought in, working in concert with our New York State Police," the governor said, referring to her plan to increase law enforcement presence.

New York Chief of Patrol John Chell slammed Hochul's plan, stating that New Yorkers "want truth and solutions."

Chell noted that transit crime has decreased by 12% over the last five weeks because additional NYPD officers were deployed as part of a plan he attributed to the department and New York City Democratic Mayor Eric Adams.

"Our transit system is not a 'war' zone!" Chell wrote on X. "Bag checks have been around since 2005."

He blasted Hochul's soft-on-crime policies.

"Let's try this," Chell continued. "When we arrest recidivists we arraign, indict, prosecute and incarcerate. Let's fix 'Bail Reform' by eliminating discovery restraints so the DAs can incarcerate recidivists. Parolees, when they violate they go back to jail. 'Less is More' hurts our city. 'Harm against Harm' properly utilized for bail/remand of recidivist. Hold judges to account."

Chell concluded his comments by writing, "If you want change, then vote for the change you seek. This is what NYers want and deserve. All STAKEHOLDERS do your job! Keep our city safe."

NYPD Deputy Commissioner of Operations Kaz Daughtry shared the chief of patrol's post and added, "Remember when we said recidivism is a problem? ... Crime is driven by a small group of people committing many crimes."

During a recent interview with WPIX, Chell explained, "There are other stakeholders in the criminal justice system business."

"Every arrest we make, we then hand off to other stakeholders — prosecutors, judges who are bound by laws passed by state legislators. And, somehow, we're arresting the same people over and over and over," he said.

Former NYPD Police Commissioner Bernard Kerik had even more fiery remarks about Hochul's leadership, calling her plans to deploy troops "all a farce."

"You're going to harass law abiding citizens, and the thugs carrying a 40 cal, or 9 mm, walk right by you because they're not carrying a bag!" Kerik shared in a post on X. "Stop the theater!"

"Repeal or eliminate bail reform, lock up the thugs and sentence to the max," he continued. "The NYPD knows their job! Give them the tools and laws they need to do the job and we wouldn't have this problem! This isn't brain surgery. We've done this before, and we did it better than anyone in the country. It can be done with the right leadership!"

"Crime is up in New York, because the governor is scared to death to piss off the radical left, endangering communities and endangering our cops!" Kerik added.

The former commissioner told Hochul to "do [her] job!"

The governor responded to some of the criticism by defending her new plan and claiming that "the laws are there to go after repeat offenders."
